RULES: 2008 UMP LATE MODEL

PREFACE
The rules and/or regulations set forth herein are designed to facilitate the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition for all events, and by participating in these events, all participants agree to comply with these rules and regulations. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH, THESE RULES AND REGULATIONS. They are intended solely as a guide for the conduct of the sport, and are in no way a guarantee against injury or death to participants, spectators, officials, or others. The Race Director shall be empowered to permit any reasonable and appropriate deviation from any of the specifications and procedures herein, or impose any further restrictions that in his/her opinion does not alter the minimum acceptable requirements. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM ANY SUCH DEVIATION OR RESTRICTION OF THESE SPECIFICTIONS, RULES OR PROCEEDURES. Any interpretation of, or deviation from, these rules is left to the discretion of race officials. THEIR DECISION IS FINAL.

1. GENERAL RULES AND PROCEDURES
1.1. The rules and/or regulations set forth herein do not express or imply warranty of safety from publication of or compliance with these rules and/or regulations; they are intended as a guide for the conduct of the sport and are in no way a guarantee against injury.
1.2. UMP DIRTcar may at anytime make amendments to the rules set forth.  Rule amendments will be posted online via the UMP DIRTcar web site and noted in the official UMP DIRTcar newsletter.
1.3. EIRI (except in rare instances) Decisions of UMP DIRTcar Officials are final and binding without exception. In some cases, track safety rules may take precedence over UMP DIRTcar published rules. Any discrepancy between UMP DIRTcar and track rules should be brought to the attention of UMP DIRTcar.
1.4. UMP Dirt car rules shall apply at all UMP DIRTcar sanctioned events. Tracks that neglect to enforce UMP DIRTcar rules may lose their UMP DIRTcar sanctioning and participation in State and National point’s competitions as well as any special events. 
1.5. UMP DIRTcar officials shall have full authority over UMP DIRTcar sanctioned events.  At the discretion of UMP DIRTcar officials, any competitor may be penalized for rules violation, hazardous actions or assaults/threats against any official.
1.6. No car will qualify without inspector approval. All UMP DIRTcar racecars are subject to be inspected by UMP DIRTcar officials at any time.
1.7. The use of pit boards is prohibited

2. SERIES DECALS AND PATCHES
2.1. All participants shall display required decals as provided on decal verification sheet to be allowed to compete.
2.2. Series Decal on both side of the car is mandatory, Drivers series patch mandatory to receive point fund distribution.
2.3.  To receive any contingency sponsorship awards, team must meet the requirements of the award such as; decals, patches, product use, product verification.

3. PERSONAL SAFETY EQUIPMENT
3.1. Each Competitor is solely responsible for the effectiveness of personal safety equipment used during an event.  Each competitor is expected to investigate and educate themselves with the effectiveness and availability of personal safety equipment.

3.2. Seat Belts
3.2.1. Each car should be equipped with an SFI 16.5 or SFI 16.1 approved seat belt restraint system until the date of the belt expiration (usually four years).  Seat belts restraint systems shall be installed in accordance with the directions and application of the system supplier or manufacturer.
3.2.2. Seat belt webbing that comes into contact with any sharp or unradiused metal edge should be protected from that edge by means of push on grip vinyl trim. Seat manufacturers supply the seat with trim protecting the webbing from abrasion or cutting under impact conditions and should be used to their specifications.
3.2.3. It is the responsibility of the driver, not UMP DIRTcar, DIRTcar Racing, the World of Outlaws, Officials or the Promoter to ensure that his/her seat belt restraint system and all components are SFI approved, correctly installed, maintained and properly used.

3.3. Protective Clothing
3.3.1.
Each driver should wear a fire resistant uniform meeting the SFI 3.2A/5 specification and display a valid SFI 3.2A/5 label.
3.3.2. Each driver should also wear fire resistant accessories that effectively cover the remaining parts of the body. Shoes and gloves should meet the SFI 3.3 specification and display a valid SFI 3.3 label.

3.4. Seats
3.4.1. High-back Aluminum (stockcar style) seats should be securely mounted to the frame as recommended/required by seat manufacturer and chassis manufacturer. Sprint car suitable FIA manufacturer approved composite seats are permitted.
3.4.2. Head rest (behind the head) should include padding.
3.4.3. A right head net or support is required. Head nets must be equipped with quick release mechanisms.

3.5. Helmets
3.5.1. Driver should wear a full face helmet, with at least a valid SA 2000 or SA 2005 Standard Snell and/or a valid SFI 31.1, SFI 31.2 or SFI 31.1 2000 label at all times on the track or when car is fired.
3.5.2. The driver should wear the helmet in accordance with the directions provided by the helmet manufacturer and/or supplier.
3.5.3. If a head and neck restraint system is connected it should conform to the manufactures mounting instructions.
3.5.4. Head and Neck restraints are strongly recommended.

3.6. Other Strongly Recommended
3.6.1.
No sharp or protruding edges in or around the cockpit, which would impede the driver’s rapid exit from the car.
3.6.2. Windshield screens with a minimum of .090 inch screens must be securely fastened.
3.6.3. A marked electrical kill switch in reach of driver.
3.6.4. It is recommended that teams have in the rear of their transporter an easily accessible fire extinguisher of at least 2.5 gal FFF or equivalent.
3.6.5. Flame retardant seat, roll bar, knee and steering pads or padding are recommended.

4. CAR SPECIFICATIONS
(refer to diagrams 1 - 4 attached)

4.1. Body
4.1.1. The nosepiece style (GM, Ford, Mopar) must match the body style of the car and be the same as the motor used.
4.1.2. All cars must have a minimum of half inch (1/2”) and a maximum of one-inch (1”) radius at the top of fenders, doors and quarter panels. A sharp edge will not be permitted.
4.1.3. Floor boards and firewall must fully cover the driver’s area and be constructed to provide maximum safety
4.1.4. No fins or lips of any kind are permitted anywhere along the entire length of the car.
4.1.5. The body line must be a smooth even line from front to rear.
4.1.6. No wedge shape cars are permitted.
4.1.7. “Belly pans” or any type of enclosure on the bottom of the car are not permitted. A robust skid plate to protect the oil pan is permitted.
4.1.8. Wings or tunnels of any kind are NOT permitted underneath the body or chassis of the car.
4.1.9. A maximum of one (1) stone deflector, for rear mounted oil pumps, oil filters, and for the main oil tank is permitted. The deflector may be made of steel, aluminum, or heavy gauge wire. The cover may only be mounted near the unit it is designed to protect with a maximum size of eighteen inches square (18” x18”) and mounted only from the upper right frame rail to the lower right frame rail.
4.1.10. Panels of any kind under the rear deck running from the front to the rear of the car are NOT permitted.
4.1.11. Non-approved bodies may at the discretion on the tech inspector, be assessed a fifty pound weight penalty.
4.1.12. Any style air cleaner scoop used must be positioned in front of or around the air cleaner and cannot exceed one inch (1”) in height above any part of the air cleaner. The scoop may not have fins or raised edges designed to direct airflow.
4.1.13. Cockpit adjustable components are NOT permitted, except brake bias adjusters.  Adjusters for adjustable shocks, hydraulic or pneumatic weight jacks, trackers, ignition boxes or similar adjustable components of any kind are NOT permitted inside the cockpit of the car or within reach of the seated driver.

4.2. Stock Nosepiece
4.2.1.
Only approved stock nosepieces may be used. A list of approved manufactures and part numbers is available from UMP DIRTcar or WoO Late Models
4.2.2. Nosepieces must be made of molded type material.
4.2.3. Two piece noses must be fastened together in the center. Spacers added to gain width are not permitted.
4.2.4. The nosepiece must be mounted so as not to alter its original shape.
4.2.5. Noses shall remain flat above the nose lip/wicker bill. No alterations or additions may be made to this area other than cooling holes. 
4.2.6. The nosepiece can extend a maximum of fifty-two inches (52”) from the center of the front hub to the farthest point extending forward. No tolerance.
4.2.7. The nosepiece must have a headlight decal package affixed. A one-race grace period, running contrasting color tape in the shape of a headlight will be permitted.

4.3. Roof
4.3.1.
The roof length size must be a minimum of forty-four inches (44”) to a maximum of fifty-four inches (54”).
4.3.2. The roof width size must be a minimum of forty-eight inches (48”) to a maximum of fifty-two inches (52”).
4.3.3. The roof must be stock appearing and be mounted level
4.3.4. The roof height must be between forty-five inches (45”) and forty-eight inches (48”) from the ground.
4.3.5. The roof must be mounted parallel to the body and near the center of the car as viewed from the front.
4.3.6. A maximum one and one half inch (1.5”) roll, turned downward, is permitted along the front edge of the roof. A maximum one inch (1”) roll, turned downward, is permitted along the rear edge of the roof. (These rolls are permitted to help strengthen the roof.) No turn up at the rear of the roof will be permitted
4.3.7. No flat or odd shaped roofs are permitted. No bellied or hollow roofs.
4.3.8. Any sun/antiglare shields may not exceed a 4” drop from the top roof line, and must hinge for easy exiting.
4.3.9. A maximum of two (2) roof edge Bead rolls of a maximum height of one half (1/2) inch are allowed.
4.3.10. Roof Post and Spoiler Support may not overlap
4.3.11. Roofs are only allowed to be single plated.
4.3.12. Maximum Thickness dimension  of roof shall be  one half inch (1/2) inch        
4.3.13. The roll cage and associated frame members above the interior decking up shall remain open and not enclosed.

4.4. Roof Supports and Window Side Panels
4.4.1. All roof side panels must extend to the edge of the body
4.4.2. Roof side panel window size must match the dimensions in the drawing and be a minimum of ten by fifteen inches (10’’ x 15’’).
4.4.3. The window area may be covered with clear Lexan or equivalent, be cut out, or be represented by a decal. Both roof support openings must be covered or both must be left open.
4.4.4. Left and right side window panels must match.
4.4.5. A maximum bow of two inches (2’’) outward on the window side panels as viewed from behind will be permitted.
4.4.6. Front roof supports up to two inches wide must extend forward to the rear of the hood

4.5. Front Fenders, Fender Flares and Hood
4.5.1. The hood and front fenders must be level and flat from the left to the right side of the car.
4.5.2. The line from front to rear fender heights must slope up.
4.5.3. No part of the fender or the hood can be outside of the bodyline.
4.5.4. The front fender can be a maximum of thirty-seven inches (37”) in height. Height is measured vertically from the ground to the top of the fender behind the front tires.
4.5.5. Front fender flares must be made of plastic and cannot alter the original shape of the nosepiece.
4.5.6. The front fender flares cannot extend beyond the front tires more than one inch (1”) per side to a maximum width, edge to edge, of ninety inches (90’’) in width with wheels pointed straight.
4.5.7. The front fenders flares must be flat across the entire width of the car.
4.5.8. Front fender flares must have collapsible supports.

4.6. Doors
4.6.1. The door to door measurement cannot exceed seventy-six inches 76”) in width at the top of the doors.
4.6.2. The door to door measurement cannot exceed eighty two inches (82”) in width at the bottom in the center of the car.
4.6.3. Doors cannot exceed thirty seven inches (37”) in height measured from the ground.
4.6.4. At no point can the door sides break inwards from the top 76” and bottom 82” measurements. No hollow or bellied doors permitted.
4.6.5. The minimum ground clearance permitted is three inches (3”).

4.7. Quarter Panels
4.7.1.
The maximum distance permitted from the center of the rear hub to the top corner of the quarter panel is fifty two inches (52”).
4.7.2. The quarter panels cannot exceed seventy six inches (76”) in width at any point as measured at the top
4.7.3. Rear decks that taper from seventy six inches (76’’) back to seventy two inches (72’’) at the spoiler must do so from the centre of the rear hub, equally on both sides.
4.7.4. The quarter panels cannot exceed eighty inches (86”) in width in the center (19” height off ground) or at the bottom.
4.7.5. At no point can quarter panel sides break inwards towards the center of the car. No hollow or bellied quarter panes permitted.
4.7.6. The maximum distance from the center of the rear hub to the end of the quarter panel is forty eight inches (48”).
4.7.7. The maximum height permitted from the ground to the top of the deck is thirty eight inches (38”).
4.7.8. Tire clearance from the body should be a minimum of two inches (2”).
4.7.9. No skirting is permitted to extend behind the quarter panel.

4.8. Spoiler and Spoiler Supports
4.8.1. The rear spoiler must be manufactured of adequate strength material such as Lexan or Aluminum.
4.8.2. The maximum overall length of the material used on the rear spoiler is eight inches (8”). The maximum width of the rear spoiler and supports is seventy two inches (72”).
4.8.3. The rear spoiler is not permitted to be suspended above the deck to create a “wing effect”.
4.8.4. The rear spoiler must begin where the quarter panels end.
4.8.5. No more than three spoiler supports are permitted. The front edge of the spoiler supports must be in line.
4.8.6. The outer spoiler supports cannot be mounted wider than the top of the quarter panel, and must be centered on the deck.
4.8.7. Spoilers will be measured according to the total length of and width of the material, in any shape or form. If an aluminum angle is used to brace the upper edge of the spoiler, it may not add to the spoiler height or length in any way.

5. APPEARANCE
5.1. Race number(s) must also be displayed on the front nose and rear fuel cell and be a minimum of six inches (6”) in height
5.2. Legible race numbers, at least eighteen inches (18”) high are required on each side of the car and on the roof.
5.3. The drivers last name must appear in bold block letters (8” minimum) on both doors or rocker panels and across the front of the roof.

6. INTERIOR
6.1.
The interior of the cockpit cannot be less than eleven inches (11”) below the roof and the roll cage measured straight up and down.
6.2. If the front of the roof has a rolled under lip for strength, then you will not be required to have 11 inches in the front, but the top of the roof still must be 11 inches
6.3. Side windows must have fifteen inches (15”) minimum opening, measured at an angle to the door
6.4. No support bars are permitted to block the right window exit from the cockpit.
6.5. A rock guard (lexan screen) can taper back from the steering wheel to a height of one inch (1’’) in line with the driver’s chest providing the eleven inch (11”) minimum clearance is met at any point from the roll cage to the body or rock guard. Easy exit on right side of the car is imperative.
6.6. Dropped interiors may begin no further forward than the rear engine plate with a maximum of four inches (4”), and cannot drop below four inches (4”) of the rear of the hood. The start of the dropped interior may not be open, as this forms part of the fire wall. The entire width must be closed off in sheet metal.
6.7. The interior must gradually taper up to the quarter panel height and be level for twenty inches (20”) from the rear of the quarter panel and deck.

7. DRIVER COMPARTMENT
7.1. A full metal firewall must encompass the driver’s compartment from front to rear, on both sides and the floorboards. Aluminum or sheet metal is required.
7.2. The driver’s seat must be of a proper high back aluminum racing seat design, located on the left side of the car and securely attached to the frame.
7.3. Seat design should be one from a current manufacture and recommended to include full containment design. Installation should follow manufacture recommendations.
7.4. All cars must have a quick-release type steering wheel.
7.5. All cars must have a working starter, operated from inside the car.
7.6. Mirrors are NOT permitted.
7.7. Radios are NOT permitted in the car or on anyone connected with car.
7.8. The edges around the driver’s cockpit must be suitably protected with trim or beading. Care must be taken not to have any sharp, jagged or rough fasteners, brackets or anything else that could snag the driver’s suit when the driver exits the car.
7.9. A substantial rock guard steel screen with a minimum of 3 bars must be mounted in front of the driver.

8. FRAME
8.1. The wheel base width must be between a minimum of one hundred and three inches (103”) and maximum of one hundred and five inches (105”).
8.2. All frames must be of steel construction and must be a minimum of two inches by two inches square (2” x 2”), or rectangular, with a minimum material thickness of .083 inches.
8.3. If a round tube frame is used, the tubing must have a minimum of one and three quarter inch (1.75”) outside diameter, with a minimum material thickness of .083 inches. These frames must use 4130 Chrome Moly Steel or DOM for construction.
8.4. If the rear bumper is stubbed, it may only extend a maximum of eight inches (8”) beyond the frame. Any stubbed rear bumper that extends in excess of eight inches (8”) beyond the frame must be rounded and directed eight inches towards the front of car.
8.5. No external rub rails are permitted.
8.6. It is recommended that all cars be equipped with a tow hook or strap.
8.7. All battery supports must be braced in at least two axis, two horizontal and one vertical.
8.8. All frames built from 2006 on, are required to have the builder’s unique serial number plate prominently attached by welding on the left side of the roll cage upright. The letters and numbers shall not exceed 8 in number, and be half inch (0.5’’) in height.

9. ROLL CAGE
9.1. Cars must have a suitable steel roll cage in the driver’s compartment
9.2. Side roll bars are mandatory and must extend into the door panels
9.3. A minimum of three bars must be used on the left side of the car.
9.4. Each bar must be a minimum of one and one half inch (1 ½”) in diameter with a minimum thickness of .065”.
9.5. All bars of the roll cage must be above the driver’s helmet
9.6. For all new frames built in 2006 on, an extra vertical side brace bar of one and one half inch (1.5’’) diameter x .065” is required on left side in line with the steering wheel.

10. TRANSMISSION
10.1. Direct drives are NOT permitted.
10.2. The transmission must be bolted to the engine, and must have forward and reverse gears and must be able to shift to forward or reverse with engine running.
10.3. All cars must be self starting.

11. SUSPENSION
11.1. Drive Shaft
11.1.1. The drive shaft must be a minimum of two inches (2”) in diameter. All drive shafts must be painted white.
11.1.2. Only one drive shaft is permitted.
11.1.3. The driveshaft must be protected with a minimum of one secure driveshaft hoop or sling, it is recommended by manufactures to use two hoops.

11.2. Rear End
11.2.1.
Any type of rear end differential is permitted
11.2.2. No “live axle” rear ends are permitted
11.2.3. No independent rear suspension is permitted
11.2.4. Only floater “wide five” hub assemblies are permitted

11.3. Brakes
11.3.1.
All cars must be equipped with a four wheel disc braking system.

11.4. Shocks
11.4.1. Shocks must be constructed of aluminum or steel. Remote reservoirs are permitted.

11.5. Springs
11.5.1. Coil springs must be steel. Leaf springs may be composite or steel.

12. WHEELS
12.1.
Only steel or aluminum wheels are permitted
12.2. The wheels must be mounted with lug nuts. No “knock-off” mounting devices are permitted.
12.3. The maximum wheel width permitted is fourteen inches (14”).
12.4. Wheel spacers are permitted provided they do not cause the front track width to exceed the ninety inches maximum or rear track to exceed the eighty-eight inches maximum measured outside to outside of the tire.

13. TIRES
13.1. Approved tire brand(s), sizes, designations will be announced by bulletin.
13.2. Only approved tires may be used for competition.
13.3. Max tire hoop width is sixteen and three quarters inches (16.75”).
13.4. No defacing or refacing of tire lettering permitted.
13.5. No tire softening permitted.
13.6. Changing, vulcanizing, or altering tires is strictly prohibited.  Penalty may include up to 6 month suspension from any UMP or WoO sanctioned event and the loss of all points for the season. 

14.  ENGINE
14.1. Only V8 engines using traditional operation will be permitted with no limit on cubic inch displacement.
14.2. Engines must be based on a factory design and must be naturally aspirated.
14.3. Aluminum or steel blocks are permitted.
14.4. Magnetos are permitted. However, the engine must have an operating self starter.
14.5. The engine is permitted to be set back a maximum of 25 1/2 inches from center of the ball joint to the front of the motor plate/engine bell housing flange.
14.6. The carburetor is limited to 1 four barrel unit.
14.7. All engines are limited to one spark plug and two valves per cylinder.

15.  ELECTRONIC DEVICES AND TRACTION CONTROL DEVICES
15.1. All electronic or computerized wheel spin or acceleration retardation traction control devices are strictly prohibited.  Controlled timing devices attached to or controlling accelerator or rotation of wheel are strictly prohibited.. 
15.2. All traction control devices utilizing wheel sensors or any means of measuring ground speed to control wheel spin are strictly prohibited.
15.3. Adjustable ping control devices, dial a chip controls, timing controls or automated throttle controls are not permitted in cockpit or any other driver accessible areas.
15.4. Adjustable restrictor plates are prohibited.
15.5. Any remotely controlled components inside or outside the cockpit of any competitor’s racecar are NOT permitted.
15.6. Any competitor found with any of the aforementioned devices will be fined and lose all accumulated points as a minimum penalty and suspended for up to a year.
15.7. Radios or devices for transmitting voice or data are prohibited, either in the racecar or on anyone connected with the car.
15.8. No data acquisition systems are permitted.

16. FUEL SYSTEM
16.1.
All cars must have fuel cells to FT3 specifications – 35 gallon maximum. The fuel cell must be in a completely enclosed, in minimum 20-gauge steel or 0.060” aluminum, container.
16.2. The entire container must be visible.
16.3. The driver must be prepared to drain fuel upon request for measurement.
16.4. The fuel pick up must be on the top or right side of the fuel cell, be constructed of steel and must have a check valve in case of roll over.
16.5. Only racing gasoline or alcohol is permitted. No nitrous oxide, nitro-methane, or propylene oxide is permitted. Fuel may be checked at any time.
16.6. The FT3 fuel cell must be securely mounted behind the rear axle between the rear tires, a minimum of four inches ahead of the rear bumper, no lower than the quick change housing.
16.7. It must be mounted with a minimum of two .125 inch thick steel straps two inches wide around the entire cell. Cells mounted in a square tubing fame are permitted. All cells must be securely mounted to the frame. The bolts used to mount the fuel cell must be a minimum of 7/16”.
16.8. No fuel injection system or electrical fuel pumps or any type of pressurized fuel system is permitted.  Only mechanical or belt driven fuel pumps are permitted.

17. EXHAUST
17.1.
The exhaust is not permitted to be directed towards the ground. (The exhaust must be parallel to the ground so as to disturb as little dust as possible.)
17.2. All headers must end with a collector.

18. WEIGHT
18.1. Any attached weights must be securely attached to frame below the decking, painted white and have the car number clearly displayed on them.
18.2. Weights of up to 50 pounds must be secured by two half inch Grade 5 bolts on two weight clamps.. All thread rods will NOT be permitted. A car that loses lead weight during an event may be fined or face disqualification.
18.3. Clamp around weights are permitted.
18.4. Weights may NOT be attached to rear bumper.
18.5. Lead pellets or liquid weights are NOT permitted.
18.6. Driver-operated weight adjustment devices are NOT permitted.
18.7. The total weight of the car with the driver must not be less than 2300 track scale pounds for an aluminum block engine.
18.8. The total weight of the car with the driver must not be less than 2200 track scale pounds for a crate motor.

19. MISCELLANEOUS
19.1.
No car will qualify without Tech Inspector approval. All cars must be available for inspection prior to the advertised time of the driver’s meeting. Following the drivers meeting, covers of any type are prohibited until the feature is completed. All race cars are subject to inspection by officials at any time.
19.2. Car Covers – full or partial may be used when car is in its designated pit stall (at trailer) All covers shall be removed before leaving pit stall.

20. BEHAVIOR
20.1. No derogatory or distasteful statements on any racecar or hauler are permitted at any UMP DIRTcar racetrack.  UMP DIRTcar officials have discretion and the final decision on all lettering on all race cars haulers.  Failure to remove offensive lettering will mean disqualification from all UMP DIRTcar events and a fine of up to $500.00.
20.2. Any participant who fights in pits, on track or on race premises will be suspended from all UMP DIRTcar events for 1 (one) week and fined $100.00 and is on 1 (one) year probation for the first infraction.  A second fight will result in the driver being suspended for 2 (two) weeks and fined $200.00.  Any driver in a third fight will be suspended from all UMP DIRT car races for 1 (one) year and fined $1,000.00.  All drivers are responsible for their crew members.
20.3. No driver or pit crew member shall subject any UMP DIRTcar promoter or official to threats, abusive or improper language at any time. 
20.4. Any driver or pit crew member who assaults or threatens any UMP DIRTcar promoter or official may be fined up to $1,000.00 and suspended indefinitely from all UMP DIRTcar events until fine is paid.  Reinstatement and fines are at the discretion of UMP DIRTcar management and non-contestable.
